Attorney Joseph Brecher, representing the
Sierra Club and Friends of Canyon Creek, in a challenge to the City of
Redding's approval of the Westridge subdivision has filed a detailed
description of California Environmental Quality Act (CEQA) violations with the

CEQA is a very scripted process and
requires preparers of Environmental Impact Reports (EIR) to adhere to strict
standards. The EIR for Westridge is woefully deficient. The primary
deficiencies are in 1.) Failure to discuss, much less disclose water supply,
2.) Failure to include comments and recommended mitigations from the Central
Valley Regional Water Quality Contol Board, 3.) Failure to provide an
accurate or adequate project description by omitting any discussion or
disclosure of the impact of FOUR roads with creek crossings in federally
designated critical habitat for Central Valley Steelhead, 4.) Failure to
discuss or disclose impacts on water quality from grading.
The City and developers must respond to
these claims by early December and we have until early January to
counter-respond. The case may go to Court as early as the end of January.
Standards for disclosing project impacts on
humans and resources in Redding need to improve!
